Madhya Pradesh Global Capability Centre (GCC) Policy

Investor-friendly policies and a thriving industrial ecosystem unlock opportunities for growth. Madhya Pradesh is a strategic gateway for businesses across diverse sectors. Sharda Associates, a trusted CA and financial consultancy firm in Bhopal, is here to help you navigate MSME finance, project reports and government loan schemes, turning your business dreams into reality.

Introduction

Introduction of the GCC Policy

Rising real estate costs, talent saturation, and attrition in Tier 1 cities are pushing GCC decision-makers to evaluate Tier 2 alternatives — and Madhya Pradesh’s two major cities are well-positioned to compete. Indore, with its established IT infrastructure and IIT-IIM talent pipeline, and Bhopal, with its technical university cluster and lower cost base, are both on GCC location shortlists. The MP GCC policy provides the financial framework — capital subsidy, rental support, talent development funding — that makes the business case concrete.

At Sharda Associates specializes in offering comprehensive consulting services to firms and investors seeking to establish or expand GCC activities in Madhya Pradesh. We provide project feasibility studies, financial planning, subsidy advice, land allotment, licensing, and operational support. Businesses can use our experience to effectively traverse the regulatory environment and realize the benefits of GCC policy.

Global Capability Centre

What Is a Global Capability Centre?

A Global Capability Centre (GCC) — also called a Global In-house Centre (GIC) or Captive Centre — is a dedicated offshore delivery centre established by a multinational company to perform business functions for its global operations. GCCs are not outsourcing arrangements — the GCC is wholly owned by the parent company, with dedicated staff working exclusively on parent company deliverables.

GCCs in India perform IT development, data analytics, finance and accounting, HR operations, legal support, supply chain management, R&D, and increasingly AI/ML development. India’s cost advantage (Indian engineer salaries are 20–30% of US/EU equivalents), English proficiency, technical talent depth, and time zone overlap with European morning operations make it the world’s preferred GCC destination.

For Madhya Pradesh, the opportunity is specifically in the second wave of GCC expansion — companies that already have a Bengaluru or Hyderabad centre are opening satellite centres in lower-cost Tier 2 cities for back-office, data, and analytics functions.

Key Incentives

MP GCC Policy — Key Incentives

The Madhya Pradesh GCC Policy 2025 provides a variety of financial and operational incentives to encourage investment:

Global Capability Centre

1.Capital Investment Subsidy

GCCs setting up in Madhya Pradesh receive capital investment subsidy under the MP IT Policy framework — reimbursement on eligible capital expenditure including server infrastructure, workstation setup, and network equipment.

2. Interest Subsidy

3.Lease Rental Subsidy:

The policy provides lease rental reimbursement for GCCs taking up commercial office space in MP for a defined initial period — reducing the operating cost during the ramp-up phase when the centre is not yet at full capacity.

4.Stamp Duty Reimbursement

stamp duty exemption on property transactions related to GCC office setup — lease agreements, outright purchase — reducing transaction costs.

5.Talent Development Support

Reimbursement of training costs for employees trained in MP — supporting the local talent development argument that GCCs make to their global parent organisations when justifying a Tier 2 location.

6.Training Incentive

  • Training for GCC-related skills might cost up to ₹2 lakh per person.

FAQ

Frequently Asked Questions

A GCC is a wholly-owned offshore delivery centre of a multinational company — performing IT, analytics, finance, HR, legal, or R&D functions exclusively for the parent. Unlike outsourcing, GCC staff are direct employees of the parent company's Indian entity. India hosts 1,700+ GCCs employing 1.9 million people.

Indore and Bhopal offer 30–40% cost advantage over Bengaluru for comparable talent, IIT/IIM/NIT talent supply, improving connectivity, and lower real estate cost. MP GCC Policy provides capital subsidy, rental reimbursement, and talent development support making the financial case concrete.

GCC setup involves FDI under the automatic route for IT services. Compliance requirements: FC-GPR filing with RBI within 30 days of share allotment, annual FLA return by July 15, and FC-TRS for subsequent share transfers. Transfer pricing documentation for inter-company service agreements. Sharda Associates handles all FEMA and FDI filings.

Transfer pricing rules (Section 92 of Income Tax Act) govern pricing of transactions between related parties — including between an Indian GCC and its global parent. The GCC's service fee to the parent must be at arm's length. Master File and Local File documentation is mandatory for companies with international transactions above ₹50 crore. Sharda Associates prepares TP documentation.
