What is UYEGP
The Unemployed Youth Employment Generation Programme (UYEGP) is managed by the Tamil Nadu MSME Department and implemented through District Industries Centres (DICs) in every district of Tamil Nadu. The scheme was designed to address unemployment among the educated youth of the socially and economically weaker sections of society and to prevent mass migration from rural areas to cities in search of employment.
Under UYEGP, the Tamil Nadu Government provides a 25% capital subsidy on the project cost with a maximum limit of Rs.2.50 lakh. Banks sanction 90% to 95% of the project cost as a loan — which includes the government subsidy component. The subsidy is held under TDR (Term Deposit Receipt) for three years and then adjusted against the outstanding loan amount.
A project report is the primary document evaluated by the DIC and the District Task Force Committee headed by the General Manager of the concerned DIC before approving any UYEGP application. Who is Eligible for UYEGP
Basic Eligibility:
- Permanent resident of Tamil Nadu
- Minimum age 18 years
- General category — maximum age 35 years
- Special category (SC/ST/MBC/BC/Minorities/Ex-Servicemen/Differently abled/Transgender) — maximum age 45 years
- Minimum educational qualification — 8th standard pass
- Annual family income should not exceed Rs.5 lakh
- Must not have received loan or subsidy under any other State or Central Government scheme
- Only individual applicants are eligible—partnership firms not allowed
Special Category Applicants receive the additional benefit of lower promoter contribution (5% instead of 10%) and higher age limit (45 years instead of 35 years).
Eligible Business Activities
All economically viable Manufacturing, Service, and Business activities are eligible under UYEGP — except direct agricultural operations like raising of crops. The scheme covers both rural and urban areas of Tamil Nadu.
Manufacturing Examples: Food processing units, textile and garment units, wood and furniture manufacturing, plastic product manufacturing, metal fabrication, printing press, and all other micro and small manufacturing activities.
Service Examples: Beauty salon and parlour, mobile repair shop, computer training centre, driving school, laundry service, photography studio, automobile garage, coaching centre, and all micro service enterprises.
Business / Trading Examples: Grocery store, medical store, hardware shop, textile shop, stationery shop, and all retail trading enterprises.
Excluded Activities: Direct agriculture like crop cultivation, activities on the negative list of Tamil Nadu MSME Department, and polluting industries.

Step 7 — Subsidy Disbursement DIC disburses the 25% subsidy under TDR for 3 years. After 3 years, subsidy is adjusted against the outstanding loan amount.
