What Is PMEGP?

The Prime Minister’s Employment Generation Programme was introduced to create self-employment and sustainable job opportunities through new micro-enterprises in rural and urban areas.

The Ministry of Micro, Small, and Medium Enterprises administers the scheme, while the Khadi and Village Industries Commission acts as the national nodal agency. At the state and district levels, applications may be processed through KVIC offices, Khadi and Village Industries Boards, District Industries Centers, and participating banks.

PMEGP supports new viable businesses. It is not a general cash-grant scheme and does not provide an automatic subsidy simply because an applicant has submitted a form.

The special category includes eligible SC, ST, OBC, minority and women applicants, ex-servicemen, transgender persons, differently abled applicants and applicants from specified North-Eastern, aspirational, hill and border areas.

For example, if a general-category applicant proposes an eligible rural project, the applicant normally contributes 10% of the project cost. The applicable subsidy may be 25%, while the bank considers finance for the balance, subject to its appraisal.

A bank may consider additional finance where the project cost exceeds these limits, but the amount above the applicable ceiling will not receive PMEGP subsidy.

The cost of land cannot be included in the eligible project cost. However, the cost of a ready-built shed or eligible rent or lease expense for a workshop may be included, subject to limits under the scheme guidelines. Projects without capital expenditure are generally not eligible.

How Does the PMEGP Subsidy Actually Work?

A common misunderstanding is that the government transfers the subsidy directly to the entrepreneur at the start of the business.

The bank claims the eligible margin-money subsidy after the applicant completes the required conditions, including depositing the own contribution and completing the applicable Entrepreneurship Development Programme training.

The subsidy is normally kept by the bank in a Term Deposit Receipt or Subsidy Reserve Fund for a three-year lock-in period. It is adjusted against the loan only after the lock-in period and a satisfactory physical verification of the unit.

Therefore, the applicant must establish and operate the business properly. The subsidy should not be treated as money available for personal use or immediate withdrawal.

Who Is Eligible for PMEGP?

An individual applicant must be above 18 years of age. There is no income ceiling for setting up a project under the scheme.

A minimum eighth-standard qualification is required where the proposed project cost is:

  1. Above ₹10 lakh in manufacturing; or
  2. Above ₹5 lakh in the business or service sector.

Assistance for new units is available only for projects specifically sanctioned under PMEGP. Existing units that have already received subsidy under another Central or State Government scheme are generally not eligible as new units.

Eligible applicants may also include qualifying self-help groups, registered societies, charitable trusts and production cooperative societies, subject to the current scheme conditions.

Only one person from one family can normally receive assistance for setting up a new enterprise under the scheme. Applicants should verify the current family definition and eligibility conditions on the official portal before applying.

Which Businesses Are Eligible?

PMEGP can support eligible new micro-enterprises engaged in manufacturing and services, provided the proposed activity is not included in the negative list or prohibited by local authorities.

Are Trading Businesses Eligible?

Pure trading is not automatically eligible throughout India.

Trading outlets may be permitted in specified areas and situations. Retail outlets selling eligible Khadi, certified village-industry products, products manufactured by PMEGP units or SFURTI clusters may also be considered. Retail activity supported by a manufacturing, processing or service facility may be permitted across the country, subject to the guidelines.

Applicants should confirm the exact trading model with the relevant implementing agency before preparing the proposal.

Which Activities Are Not Eligible?

The negative list includes certain prohibited or restricted activities, such as businesses connected with specified intoxicants, tobacco-related products and activities prohibited by local authorities.

Primary crop cultivation, plantations, horticulture and floriculture are generally excluded. However, eligible value addition and certain off-farm or farm-linked activities may be allowed. The guidelines also permit specified animal-husbandry-linked activities, subject to the applicable conditions.

Do not assume eligibility merely because a similar business received finance in another district. Classification can depend on the exact process, output and local approval requirements.

Documents Required for a PMEGP Application

The documents depend on the applicant’s category and proposed activity. Common requirements include:

  • Aadhaar and applicant photograph
  • PAN and contact details
  • Project report
  • Education certificate, where required
  • Caste or special-category certificate
  • Rural-area certificate, where applicable
  • Skill-development or EDP certificate
  • Machinery and equipment quotations

How to Apply for a PMEGP Loan

1. Check Business Eligibility

Confirm whether your proposed manufacturing, service or trading activity is allowed. Check the negative list before spending money on quotations or registrations.

2. Calculate the Project Cost

Include eligible machinery, equipment, furniture, workshop costs and working capital. Do not inflate the cost simply to claim a higher subsidy.

For manufacturing units, the working-capital component should generally not exceed 40% of the project cost. For service or trading units, it should generally not exceed 60%.

3. Prepare a Practical Project Report

The report should explain the business process, investment, employment generation, projected sales, expenses, profitability, working capital and repayment capacity.

All figures should match the proposed capacity and supplier quotations.

4. Submit the Online Application

Applications for new units are submitted through the official PMEGP portal. After final submission, the applicant receives an application ID that can be used to track the status.

5. Preliminary Scrutiny

The implementing agency checks the application, business eligibility, uploaded documents and scoring criteria. Complete applications are forwarded to the selected financing bank.

6. Bank Appraisal

The bank independently evaluates technical feasibility, financial viability, credit history, applicant contribution and repayment capacity. Forwarding by KVIC, KVIB or DIC does not require the bank to approve the loan.

7. EDP Training and Contribution

The applicant must complete the applicable EDP training and deposit the required contribution before disbursement and subsidy processing. EDP training is mandatory for claiming subsidy, except where an exemption applies under the current rules.

8. Loan Disbursement and Unit Setup

After completing the bank’s conditions, the loan is released for establishing the approved business. Machinery purchases and expenses should match the sanctioned proposal and invoices.

Common Reasons for PMEGP Loan Rejection

Applications are commonly weakened by:

  • Selecting an activity from the negative list
  • Applying for an existing business as a new unit
  • Submitting an incomplete project report
  • Inflating machinery or construction costs
  • Using unrealistic sales assumptions
  • Not showing sufficient market demand
  • Poor credit history or existing overdue loans
  • Failure to arrange the own contribution
