Agri Clinics And Agri Business Centres Scheme

The Ministry of Agriculture and Farmers’ benefit introduced a benefit system in 2002. AC&ABC intends to promote agricultural development by augmenting public extension efforts by delivering extension and other services to farmers for a fee or for free, depending on the agri-preneur’s business model, local needs, and the affordability of the target farmer group. AC&ABC provides profitable self-employment options for unemployed agricultural graduates, agricultural diploma holders, intermediate in agriculture, and biological science graduates with a PG in agri-related fields.

NABARD serves as a subsidy channelling agency for this plan.

Committed to this program, the government is now offering start-up training to graduates in agriculture or related fields such as horticulture, sericulture, veterinary sciences, forestry, dairy, poultry farming, and fisheries. Those who complete the course can apply for special start-up funding for businesses.

Agri-Clinics –

Agri-Clinics offers expert advice and services to farmers, improving crop and animal productivity and profitability. Agri-Clinics offer support in the following areas:

  1. Soil health,
  2. Cropping techniques
  3. Plant Protection
  4. Crop insurance,
  5. Post-harvest technology,
  6. Clinical animal services, Feed and fodder management, Market prices for diverse commodities, and so on.

Agricultural Business Centers –

Agri-Business Centres are commercial units of agri-ventures founded by skilled agricultural specialists. These ventures may include the maintenance and custom hiring of farm equipment, the selling of inputs, and other services in agriculture and related fields, such as post-harvest management and market linkages for revenue generation and entrepreneurial development.

The initiative includes complete financial support for training and guidance, loan provision, and a credit-linked back-end composite subsidy.

Project Activities

  • Extension Consultancy Services
  • Soil and water quality testing laboratories (equipped with Atomic Absorption Spectrophotometers)
  • Pest surveillance, diagnosis, and control services.
  • Maintenance, repairs, and custom hiring of agricultural equipment and machinery, including micro-irrigation systems (sprinkler and drip).
  • Agri Service Centres offer the three activities listed above (Group Activity).
  • Seed Processing Units
  • Micropropagation using Plant Tissue Culture Labs and Hardening Units
  • Establishing vermiculture units and producing bio-fertilizers, insecticides, and bio-control agents.
  • Establishment of Apiaries (Beekeeping) and honey and bee product processing facilities
  • Provision of Extension Consultancy Services
  • Hatcheries and fish fingerling production for aquaculture
  • Providing animal health coverage, establishing veterinarian dispensaries and services, including frozen sperm banks and liquid nitrogen supply
  • Setup of Information Technology Rural kiosks provides access to numerous agriculture-related portals.

  • Value Addition Centers
  • Setting up the Cool Chain from the farm level forward (Group Activity)
  • Retail marketing venues for processed agricultural products.

Eligibility

The applicant’s age must be between 18 and 60 years.

    • The applicant must qualify as one of the following:
    • Graduates in agriculture and related fields from SAUs, Central Agricultural Universities, and ICAR/UGC-accredited universities. Degrees in agriculture and related disciplines offered by other agencies are also considered, subject to clearance by the Department of Agriculture & Cooperation, Government of India, based on the proposal of the state government.
    • Diploma (with at least 50% points) or Postgraduate Diploma holders in Agriculture and allied disciplines from State Agricultural Universities, State Agriculture and Allied Departments, and State Departments of Technical Education.
    • Diplomas in agriculture and related disciplines issued by other agencies are also regarded as subject to the permission of the Department of Agriculture and Cooperation, Government of India on the advice of the State Government.
    • Biological science graduates with postgraduate degrees in agriculture and related fields.
    • Agriculture and associated disciplines make up more than 60% of the course content in UGC-accredited degree programs.
    • Diploma/Post-graduate Diploma courses having more than 60% course content in Agriculture and allied areas, after a B.Sc. in Biological Sciences, from accredited institutions and universities.
    • Agriculture-related courses at the intermediate (plus two) level, with a minimum of 55% grades.

Exclusions

Retired employees receiving pensionary benefits are not eligible for subsidies. They can, however, receive training and set up self-funded projects.
