Startup Policy

What Is the Madhya Pradesh Startup Policy?

The Madhya Pradesh Startup Policy and Implementation Scheme  is a state government initiative to build a structured startup ecosystem in Madhya Pradesh — providing financial incentives, infrastructure support, mentorship access, and regulatory simplifications for early-stage and growth-stage startups registered or operating in the state.

The policy is implemented through the Madhya Pradesh Vikas Corporation and MPSIDC (Madhya Pradesh State Industrial Development Corporation), with the MP Startup Centre acting as the nodal body for startup recognition and benefit disbursement.

The policy specifically targets startups in technology, agri-tech, manufacturing innovation, healthcare, fintech, edtech, and clean energy — sectors where MP has natural advantages (agricultural base, mineral resources, industrial corridors,

Key Benefits

Key Benefits Under MP Startup Policy

Seed funding / financial assistance: MP Startup Policy provides seed funding support to recognized startups at early stages—grants or soft loans to cover initial product development and market validation costs. Amounts and conditions are as per current scheme notification (verify with MP Startup Centre for current disbursement windows).

  1. Stamp duty reimbursement: Startups registered under the MP Startup Policy receive 100% reimbursement of stamp duty paid on property and lease agreements related to their startup operations — reducing the cost of renting or establishing office and operational space.
  2. Electricity duty waiver: Exemption or concession on electricity duty for startups establishing operations in MP — reducing operating costs during the early years.
  3. Patent and IP support: Reimbursement of patent filing fees (domestic and international) — encouraging IP creation by MP startups. Patent filing can cost Rs.50,000-3,00,000 including attorney fees; MP policy partially reimburses this.
  4. Incubation support: Access to MP government-supported incubators — physical workspace, mentoring, business development support, investor connects. Key incubators: MPCST (MP Council of Science and Technology), IIT Indore’s SINE, IIM Indore’s incubation centre, DAVV incubator in Indore, and sectoral incubators.
  5. Market access and government procurement preference: MP policy provides preference for MP-registered startups in government procurement — allowing startups to supply to government departments and PSUs without meeting the standard turnover requirements that usually exclude early-stage companies.
  6. Investor connect: MP Startup Centre facilitates connections between registered startups and angel investors, venture capital firms, and government venture funds — including the startup’s listing on investor platforms.

MP Startup Policy vs DPIIT

MP Startup Policy vs DPIIT Startup India — How They Work Together

The MP Startup Policy does not replace Startup India DPIIT recognition — it works alongside it and, in many cases, requires it as a prerequisite.

DPIIT Startup India: Central government recognition. Provides 80-IAC income tax exemption for 3 years, angel tax exemption, faster IP processing, and access to fund of funds. Required for most central government startup schemes.

MP Startup Policy: State government supplement. Provides MP-specific financial benefits (stamp duty, electricity duty, seed funding, incubation access) on top of DPIIT benefits—maximizing total support for an MP-based startup.

Most Sharda Associates clients apply for DPIIT recognition first (we handle the application and documentation) and then register under the MP Startup Policy to access state-level benefits.

Helps MP Startups

How Sharda Associates Helps MP Startups

Sharda Associates provides end-to-end consultancy for startups seeking benefits under the MP Startup Policy:

DPIIT recognition application: Preparing the DPIIT Startup India application — innovation statement, incorporation documents, business summary, and filing on the Startup India portal. A correctly prepared application is processed significantly faster than an incomplete or incorrectly framed one.

MP Startup Policy Registration: Registering with the MP Startup Centre — documentation of MP nexus, DPIIT certificate, business plan, and compliance with policy eligibility criteria.

Pitch deck and investor documentation: For startups approaching incubators, angel investors, or government seed funds — preparation of pitch decks, business plans, financial projections, and investor presentation materials.

Feasibility study and project report: For startups needing bankable documentation for MSME loans (even startups need working capital and equipment loans) — CA-certified project reports and CMA data.

Stamp duty reimbursement claims: Documenting and filing reimbursement claims for stamp duty paid on office and operational space agreements.

Ongoing compliance: GST filings, ITR for the company and founders, annual ROC compliance — keeping the startup compliant and DPIIT-eligible through the exemption period.
